Any holes drilled in the frame are covered by a small cover cap, this means drilling a 10mm hole first that the cap fits into. Smaller 4mm holes are then drilled, they allow the screw to be easily screwed to the window frame.
Pilot holes ensure the frame fits neatly to the window frame with no gaps, sometimes if you screw into the shutter frame without pre-drilling the screw can push the frame away from the window slightly.
